The jurisdiction of the District Court is concurrent with that of the Circuit Court in criminal cases, classified as misdemeanors, and certain felonies, in which the penalty may be confinement for 3 years or more or a fine of $2,500 or more. In civil cases the District Court has exclusive jurisdiction in claims of $5,000 or less, and concurrent jurisdiction with the Circuit Courts in claims for amounts above $5,000 but less than $30,000. The jurisdiction of the District Court includes all landlord-tenant cases, domestic violence/peace orders, replevin actions, motor vehicle violations, misdemeanors, return of property, and certain felonies.

The updated CAPTCHA implementation now allows users to verify they are not a robot through an image verification process. The Maryland Judiciary will be deploying new public wireless (wi-fi) networks in many locations around the state. CONNECT simplifies HR processes, reduces paper records, makes information more accessible, coordinates functions into one system, and enables a uniform. The first implementation prevented some users from accessing Case Search and also left them without an option to prove they were not a robot.

“CAPTCHA was first implemented in November 2021, and an update was recently implemented as an added security measure. The Delaware Judiciary is composed of the Supreme Court, the Court of Chancery, the Superior Court, the Family Court, the Court of Common Pleas, the Justice. The Office of the Executive Secretary (OES) of the Supreme Court of Virginia is the administrative office for Virginias Judicial System and provides the technology support to operate CMS. To further that cause, the Maryland Judiciary has implemented CAPTCHA technology to confirm users are not robots or other automated systems in order to access and use Case Search. The case information displayed on OCIS 2.0 is case information entered by the respective court clerks into the respective case management systems (CMS). “The Maryland Judiciary strives to protect the integrity of the information regarding cases and respective parties stored in its applications and systems. Here is a statement from the Maryland Judiciary: The MSBA regularly monitors and connects with the Maryland Judiciary to bring members updates and other information that is helpful to their practices. The Judiciary shared that the CAPTCHA function “is intended to be a short-term solution while the Judiciary works to replace it with a more reliable bot detection program.” MSBA contacted the Maryland Judiciary and relayed MSBA members’ concerns. The addition of the CAPTCHA function to the website in November 2021 has prompted many members to be concerned that it’s too time consuming. MSBA members regularly use Maryland Judiciary Case Search, a website that provides public access to the case records of the Maryland Judiciary.
